If GTA V is released for PC, I'm predicting the digital download (or torrent) will be about 17-20 GB, and after a complete install it will take up to 40 GB space

Well I'm just guessing it will be somwhere around 40 GB. The installation .pkg file that was leaked directly from Sony's website was a 17 GB file, so the PC version will probably be similar.
