To delete all accounts with MSSQL, run DELETE % FROM dbo.AccountCharacter, dbo.Character, dbo.MEMB_INFO, dbo.MEMB_STAT, dbo.T_FriendList, dbo.T_FriendMail, dbo.T_FriendMain, dbo.T_WaitFriend, and dbo.warehouse tables as a query. I believe that is all of them, hopefully. Not all are the actual accounts but they're tables relating to accounts and/or characters, so if you're going to delete records you should be thorough and empty those too.

and Delete it, and after that, Execute the code again. (For me this is a clean account wiping).
