I think you can't set it.its better to change your max stats.make it lower than 32767 so you can get the speed you want.
(Detail as possible about it.its) sense to change the max stats to 2000 thousand. about where or which file to change the attack to speed no more than 200 in any stat

You can change speed formula for each of char for your max stats (so they will reach max speed on ur max stats)
or/and code limit speed in gs, so they will reach max speed let's say on 4k stats.
if you have config of CalCharacter in your server files you can do the first, if not this & limit must be coded/changed in gs don't expect people to spend time on research & code it unless they want to do it free.
And who knows what kind of programs you can open the CS for editing in order to etih
