report to his isp with a e-mail , use trace-ip (serch on google) to find the e-mail of his isp

Alsow phone , or e-mail your isp to block (Bann) that ip

If yor website is on your computer you can block this ip with SygateFirewall only if this ip is not flooding , :) sygate will not help you nothing will agasint flood
