did you try with turning drop ON? Go in data/kor(or whatever is the lang) and in item.txt search for feather and in column DROP change it to 1 ... to make bigger drop you can lower down the monster level. I think it was 70 or 72 ... lower it down to 60 - tarkan mobs.
