Can I edit server files?

Hi people. If I have server files (not source files of them), can I edit something inside them? Is it possible? To add some commands or to add new items or something? What can I do with them except from editing configuration values? Is there a way to edit them somehow or to add something to them without having the source files? Thank you all, this forum is best.

maybe you could hook a dll to the gameserver, but it has to be unpacked or something.

its more easier in a source dude.

I found very good season 2 server files without any bugs, so I don't want to change them to any other files. Is there a guide how to unpack gameserver without making any bugs in it? Or is it impossible?
