Cant create account in website, with MUMAKER i cant create , where is the problem?

Could enyone help or explain,

HOW TO find out problem, i cant create in my own server through website new account. I am using season 3 ep1 server files, all works, server and game works. But account i cant create just with program, where can i find problem. Could anyone explain?

PLEASE HELP. In other servers like 97d i dont have problems.
