    Your host must help you do it mate, they tell you to do it on firewall yes, normally it should work through the firewall.

    This may sound stupid and a long shot but some modems have a built in firewall
    if you're using a modem AND a router, please make sure you have opened the ports on BOTH.
    this is quite the pain in the arse since I had a modem and router combo and they both hard firewalls.
    what I did was:

    Open modem interface > Set static IP for router i.e 192.168.1.110 (example)
    Then open router > set a static LOCAL IP for the server machine
    then on the dedicated server machine, open the IPV4 settings and set the IP in question.

    It doesn't matter if you do it in this order or opposite, just make sure everything is opened.
    If it is, and you're still blocked, chance is your ISP is blocking your ports.
    In that case, change ISP
