If you have VPS running, you can build your web server directly on top of that. Windows VPS generally comes with IIS so you don't even need to download and config XAMPP.
You'll also need a domain name, you don't want people to visit your website only via your IP right? Unlike VPS there are free ones such like .tk, however most of them has various limitations, it's your choice on domains really. (I got GoDaddy Domain referral codes too.)
Also, the best security software is the owner's experience. Most VPS/Deli hosts offer management on security/backup for a huge price. So it's better to learn now how to monitor, block, backup and prevent things.
