Drop exl is very high

im used muserver scf 6.1 : 10.9.12
But i looked , drop exl is very high used drop 3-5 option

i want to fixing , any one know this version help me

here is my fix

SCFExItemDropRate=1
SCFExItemDropSkillRate=1
SCFExItemDropLuckRate=1
SCFExcellentMaxOptionDrop=1

but no effect

on commonserver.dat [Data folder]
there is exc drop rate u can change too i guess?
