Duel system

i have problem with the duel system. im using http://forum.ragezone.com/f197/repac...-1-1-a-905214/ files and in the "common.ini" settings are these

[DuelManager]DuelEnabled = 1 (looks like to be enabled)
DuelRanking = 1
DuelLogging = 1
DuelOutGate = 294

but when i give duel to some1 nothing happens, how can i fix that ?
