Experience problems with MU Season 6 ENC Games

I'm having problems setting up the servers experience. I changed the files "MuServer \ Data \ commonserver.cfg" and "MuServer \ ENCData \ ENCCustoms.ini" in server FREE resolved. In the VIP server ignored my changes giving 8 exp in some animals eg.

Hj realized that users also have VIP VIP experience when low, even in the room FREE FREE users are already with the experience in normal room FREE.
In other words, both in the VIP room in the VIP room and free exp is very low, already has a free normal exp and vip free in the room.
What do I do?
If you have to pay for this service I will pay.
