If the server works fine in local, then the problem is your global ip/dns (or no-ip) or your ports. Check if gs and cs ports are open.

open ports again then run server and go to canyouseeme.org and check if ports opened 44405 and 55991 must say Success if not thats ur problem ..

also be sure you opeened your ports on your current using Router (IPv4) IP
check that ip at run->command-> write ipconfig and use the ipv4 during openin ports on ur router
