if this is what i think it is (same happened to me in 99b) then find this tool called
CS Port changer, point it at ur CS and see if the port is what if should be. thats how i solved my problem some time ago.

edit. and make sure that the port in the launcher is the same too

hummm, now i launch the game, i see the server but when i click there i get disconnected ,
