[help] hex codes

hi all
i own a 0.97d+99items server
and i need a little help
i need some hex codes for this things
i whant to make the max lvl to be at lvl 1000
i whant the phonos to can /warp \ /move and to can be killed


and i dont know how to make the players to get in arena at lvl 255 or higher
only from the client i can make this???? becose they have some pach's and they enter arena at lvl 50.....
