I want to create a sub server, for new players if reset sufficient number of times the default admin, Can not log into server sub, but switched to the main server

I want to open new server for new players, this server only new members connect to it. when they has reset installed on the server is not connect to the server for new players, only connect to the server for old played
Old players gone and new players come = delete old players and let new players start? am i correct? if yes then just delete account in database and all should be good. Because so far that's what i could understand.
