[HELP] NPC teleport 1.00.16 version (how)

How do i use the NPC teleport guy in the 1.00.16 version for the Silent Map ?

I go and talk to all the guards with Id:247 but they all say to go and talk to a friend in another map....I dont get this...Even with a gm it says that...

And what item must i have as a normal user to use the NPC ?

i guess this is only possible in fenix release... so if u don't have that 1.. u can't use it -.-
