[Help] Problems with web

ok so i dont know if the problem is with the Apache or witht he web cause ive doen the http://127.0.0.1/install and i did it right the apache is running and when i type http://127.02.0.1/
i see this msg :

A Conntection With The Server Cannot Be Established, Please Contact The Tech Support Staff!

remember to edit the sql passes...
