Who can tell me what this "orb thing" is around this Elf? i know its from season 5+ but how and what gives it to her? item? quest?

I've never played season 5++ , never really interested me.

This is CashShop aura ,

if u enable cash shop and buy "Exp or Drop Seal" and use it the aura will be like the picture u uploaded ;)

that's a wealth seal . you can buy them from cash shop using Goblin points or WCoins

this aura only appears in season 5+? in season4.6 when buy wealth seal this aura doesnt appear.
