How can I enable the /zen /addstr /etc.....

Hi How Can I enable this command to everyone in the server? Like normal player can do the command /zen /addstr /addene /addagi etc....

I use Season 6 100% working files.. In other private server that I played they use /addstr /addagi /addvit /addene to add your stats. and /z for 1b zen /c for clear pk. I wonder how did they do that. without GM.. and also they have Socket Slot token.. It used for making a non socketed item..
