How to balance PVP for Ex702

Since we bought our server for normal stat and build, we change it to max 32767 stats the problem now is

any one can post a guide or help here how i can compute the stats of all character?.. to make it balance in PVP?.. and i need your help.. anyone can help me about PVP balance?.. thank you in advance..

We noticed that non FO items can kill player with FO item for just a single hit. Same stats both.
