How to edit lvl to unlock character?

i want to edit the lvl you need to make new character.

i have season 6 files running
and anyone can make rage fighter at any lvl

how do i set for summoner mg and dl to unlock at lvl 300 and rage fighter at 400 ?

is there a way to set it as 50 resets to unlock ?
