how to stop unregested user to connect to the server

ok after i manege to get the server up and runing i will need lots of help ! plz .

first problim :
if i run the server and enter random user that i didnt make in DB , the server athorize his enterns and make him a new user automaticliy , how i can prevint that ?

second problim :
zen drop is not align , what i mean by that when i kill mobs the zen drop is ok but some times it drops a very low zen like (4 zen ) how to fix this .
