Ice arrow bug agi

Hello! I put 65k stats and downloaded a fix for Player.bmd with skills, but not the Ice arrow throws not get the skill or freezes the monster. I saw a tutorial with Milkshape, I changed the frames, I tried to edit it but could not. Can someone help me please? Herewith the Player.bmd. I was looking into the actions and is apparently 179.
