in item.txt i've

basicaly it means the lowest lvl of mobs that drop that itemm...with lvl 12 item and lvl 20 mob ...wasn't dropped item +1 ?
if i kill mob lvl 20 sometimes drop me item with lvl 12 ( lvl of item like +1+2+3 is not randomly ? ..
and..
how to know what is max lvl mob for drop that item ?

I don't have any idea of what is the max difference betwen item lvl and mob lvl....never had enough time and will to check....but i think it's some big number becouse some times lvl 80 mobs drop lvl 50 items(+3)...
Its average monster level which will drop item (minimum yes)
