Little complicate with router.

Hello to all.

I have a small problem. First to tell I'm on wireless network.
Now I want to make a server with router but the think is I am a tenant and not the only one who use this network. I hope i can make it if it is not my own network.
So please give me some advice I just want to know it is very important.
