log problem.

Hello guys. I need some help with one issue. I have found this text in my server's logs:
19.12: 21:33:44 [XXX][XXX] Dark wizard Attack Speed Is Wrong Normal (0)(-1916396718) Penalty 0

now I have 2 questions:
1. can somebody explain to me what is the meaning of this text? the attack speed was modified by the player with speed hack?
2. penalty 0 what is it?

gameserver has check for "speedhack" and when the time of last attack exceeds defined time it prints out the message, this is good in low-exp servers without resets but if you have resets you should disable the whole checkspeedhack function because fullstats are causing it.

if full stats are causing it, why this message appear only on a certain charracters, and not to all full stats chars? not all the charracters are having this message in the log file. why is that? there is any possibility to give me the message if a char is using speed?
