Making a new server

First Hi to all,I'am new in these community!
So since last week I'am tryin' making a muonline server,trying a s6,now s8...doesn't matter,my 2 question are:
Can I make a muserver using a DNS?I mean i have a dinamic ip and my provider offers me a DDNS;
2nd question can i run muserver on windows servers version?I ask this cause i got a lot of problems trying run my server,from sql install to wamp server.

LE:So i setting up the server powered it on and request one frend to help me testing the server,he told me that it shows the connect buttom but after press that got disc.

Read some guides/tutorials/ search ur questions etc, all this things are answered mutliple times, u have to also do some actions to find out on ur own pc.
