Monster spots and Shop\NPC's edit and move [Season 6 ep 3]

How can I do spots all over arena and lorencia? edit shops? and set npc's where-ever I want ?
[All the programs I found dont work on Win7 x64]

is not about programms :)
its about that there is not stable shop/monstersetbase editor for season 5/6 and i think 4 too.

so u have to edit the spots manually on mosntersetbase.txt

and on shops.txt 1/2/3/4/5.. etc;)
