Why not use mssql 2008 or 2012 express? its free just install with tools.

That's how you will make sql 2000 work on your 64bit windows and MSSQL 2000 is great version for MuOnline.

First if you haven't already done it register the odbc files.
Second run the muserver startup as administrator.
