i remember this on windows XP .. some files didnt work for me either..
ill give u some sugguestions that might fix it.
1. install net framework 3.5 ( doesnt matter if u have 4.0 or higher) and install visual redistrutables c++ if u dont have (2005/2008/2010/2012)
2. run the GS in compatibility mode, which 99% wont work but try it anyways with windows 2005/2008 or something and maybe as admin.
3. maybe its ODBC issue! follow this:

if u test other files (and run gs.exe) maybe u will not have this issue, u can see that the gameserver is not compatible with ur windows then and might have to do changes like change windows service pack..

I have windows XP x86 .... I still cant open the gameServer after all the procedures u passed me
do another server files work? other gameservers.. if yes then the files GS is incompatible with ur OS thats it.
