tried by making a new admin from the SQL? that served me well most of the times, either wise it's according the muweb version you are using.

open your muonline database, open the muweb admin table, and insert your wanted account details.

here's a full guide:

Open Enterprise Manager.Chose table muonline table Characters. find character who you want to be admin (GM) . Find colum named ctlcode and value <NULL> change on 8

all (?) cods
0 = normal mode
4 = normal and invisilbe for monsters
8 = gm mode
12 = gm i invisilbe for monsters
16 = ?
20 = is same like 12?
24 = gm level 2
32 = banned
