need help on my private server

im trying to open a 4.6 server but i have a bug-
players can take other players drop

i found it.. how much should it be if i want the items to be taken after about a minute and a half?

no matter how much i take it up it seems to remain the same

Its normal , put it like 60 seconds maximum im not sure if that'd work but the half is working i guess.

i tried it and it still doesnt work :(
it takes less than 10 seconds until another player can take your drop
