Nonpk = 1 doesnt work..

Hello everyone, I have a server with 2 subservers. ( supposed to be 1PVP,2NONPVP) it seems that
no matter if I change the Nonpk to 0 or 1 both servers stay on PVP. any ideas why?
btw im using S3 shatter files.
