Not reset - all stats

I want to setup a server with not resets and to increase the LVL more than 400 and to allow all the stats the system allow. Can it be possible?

Level increasing is kinda hard, some files support up to level 1000. But i dont know about these season 6 files.

what server files do you know that can allow to increase the level? and if it can not be done, how can i set up a server to uses all the stats without using resets ..
