So from what I've read I'm going to assume you're behind a router.
I used to have this issue, What I did was used my routers assigned IP and changed it to a static using http://www.noip.com/.

Look because i checked your pc with teamviewer, the problem is you use WIRELESS NETWORK
use cable and u will not have problem and ur ports will be open im sure.
The problem has already been fix :)
