Do you mean the Damage?
just edit the item.txt (serverside) and edit the item file in your client set the amount of numbers in the same file :D
he probably mean when the crystal sword "Ice attack". it happens when you use the sword skill and it occurs more often if you have more faster attack speed.
i think its possible :)
