Safe to create a MuServer Cracked files?

Hi everyone! Does anyone know if the servers from Xtremetop100 have a paid licence?
Is safe to create a cracked mu server without a licence?
For example, if I create a server with titan tech files, do I risk to be judged by the law, if titantech is making a complaint?
I don't want to pay thousands of dollars for a profit of several hundred!

Every private MU Online server is illegal. But, as you can see, Webzen doesn't care about it.

Webzen won't do anything about it, it's been more than a decade.. if they do they will only do on people who are really famous with their servers which i kind of doubt aswell, well.. they dont care :)
