Scroll of Nova Learn Skill

Hello, i'm having this issue with Scroll of Nova
- It cannot learn the skill
- Even if i put the skill cannot use it (nothing happends)

Error when using skill (added skill by mumaker, class 2 SM)

BOOL CObjUseSkill::SkillHellFire2

if(lpObj->SkillHellFire2State == 0)
{
LogAddTD("[%s][%s] Error with Skill HellFire",lpObj->AccountID,lpObj->Name);
return false;
}

any ideas how to solve this skill to be used ?
