you can balance it yourself.

is there no set formulas?

Post your pvp config file and I would edit it for you when I go home from work.
Also write your major problems with the pvp formula to know what to focus on.

major problems probably PVP it self any class can just hit 1hit anyone , i would like to lower all dmgs etc to get decent pvp

This is how I used for this type of server, I forgot to ask you if is an reset server or not, this one have to work fine with a reset server for a non reset one have to be recalculated.

If still not what you want just give me a link to your client and let check pvp on your server and I would adjust it for you, but this would be only after 14 hours, I have another long day in the office.
