You must choose where you want your dedicated server.... America, or Europe?
Me is europe, because most players from there, and not many from North America and Canada or even South America. This is important.

So you dont need a lot of upload to get 100 users online right?

500 players online on 10mbps upload without a single problem but players was not very far from server's location but the answer is YES, server itself eat very few internet speed. I suggest you to put the website in a VPS or shared hosting plan that support remote mssql connection so you will not have to pay for 100mbps or higher dedicated server which is pretty expensive.
