Spirit of cherry blossoms rates and drops !

Hi. I'm using Shatter's latest S4.5 files and I cannot get to the end of someting. I need to make the Spirit of cherry blossoms give me Feather of condor, Locks Feather or Flame of condor for my White cherry's. I have edited the EventItemBag49.txt which seems to be the file for white cherry's but it only gives me the Locks Feather and never Feather/Flame of Condor and also I cannot find where to change the fail rate cause I take 15 packets of 10 white cherry's and it fails 13+ times !
