TitanTech 11.70.28 3rd class BuG?

Hello. Im using latest Files I found here ( TitanTech 11.70.28 Latest Files (99%Bugless) server looks stable... but!
When proceeding on 3rd quest... when you been asked to kill 20 of each mobs in Barracks, no matter how many you killed It shows that you have killed only 10 of each!? and wont let you proceed with the quest...
WHY? any1 with solution?

open quest(kor)
find this:
"Infiltration of Barracks of Ballgass!"

and below this line you will see 3 lines:
change the monster number from 10 to 20 on all the 3 lines.
