Trouble with "Custome Quest "

Hi everybody !
I'm very interested in developing MU Server . There are something I want to ask you to help me about coding .
I'm using " ENCGames 2.0.4.0 - Season 6 + KeyGen for Server Files + Cracked GS + GS_CS "
And there is a "Quest.dat" in the server that I can not understand in detail .

Above is demo in "Quest.dat"
Does everyone help me about the meaning of this file ? I know it is used for the custome quest in game but i don't know how to add more mission and items .

I really upset ! Cause I have read all 68 pages in "Release" part and all of threads about the problems here but I can not find any solution for this problem .
