Tryin to lower lvl req on the Socket items from 420

For some reason no matter if your levle 420 or not it says still lacking 20 lvls to equip items. I changed server side files lvl req for all those items but I cant figure out how to edit the client side files to change the lvl req, no editors i find work with ex700 and if they do open the files i dont understand the lvl req codes to change it cause its all numbers way higher than 420
