With that connection you can hold 1 player online(no website included).
Those are comparable to my speed and I host 20 players w/o website. The people connecting to my server are also within/at most 200km of where I live, I'm sure that plays some part in it.

Based on the last performance reports made by me with season5 server a player uses up to 1.2kb/s upload speed(high rate server) and about 1.1kb/s download. Do the maths and find out how much you can host.
NOTE: The speeds from speedtest.net should be divided by 8 then calculate the amount of players.
mufo would u try settting up another server on ur pc like season or season 4 and check if stilll laggs?

i dont think PH and Singapore is that far away.. i mean i had also server and my upload speed was 0.30 kb's and i had players from usa and i live in germany like 10 players from usa and no laggs
