Web-Site problem

basicly i want to add a new page.
When i add it, i go on it, and page shows fully (backround, imeges, menu and etc.) but in content it says "This page is temporary closed!". Even if i edit pages content... I think i should somewhere link this page, but where and how?

What web do you use? Encoded or not?
What do you want to add? ... And were do you want to ad it?

Seriusly i dont know wat i use. :))) I havent installed the server/web. I know that i got all my pages in C:\AppServ\www\pgs (for example rules.php one of them). When i create php file and save, i go on the web, i see my web site, link work, but no content just "This page is temporary closed".
I have apache, maybe i should do soemthing with it to fix this prbolem?
