the right link of adminCP is http://darkwolfmu.no-ip.org/admincp/index.php
maybe you are not logged as Admin.

Open website/includes/config
search for

// USERS WITH ADMINCP ACCESS
$config['admincp_users_access'] = array(
'Admin',

change Admin to your Account in game.
now login your account in your website at top right side of the Header you should see the AdminCP there.

It's because you are trying to access admincp directly from URL, not from WE. Do what wrote chenzhen, it should fix your problem.
