i got this problem before... try to run your SQL 2000 installation in compatibility mode in windows xp sp2 and "RUN AS ADMINISTRATOR" and when windows prompted you with incompatible warning etc.. just click the choice in the middle [i forgot what it is] and when your done windows will ask you again if you want to reinstall this software.. just choose this program installed correctly.. try it...

btw.. did you already installed your SQL?

U need to run service manager. Find on start put as server up pc name and click the play buttön . Then try again.
