you can use the provided cash shop editor for mu emu it works well...

Balance is not something that easy to achieve,
it will be different for every server, depending on the rates,
on the maximum stats, and a lot of other factors.
In my case (season 4) we used webzen formulas for every class,
except for bk, because bk scales way faster and becomes too strong on high stats,
we made a custom formula for bk,
we then nerfed most of the skills that work with percentages,
to do this kind of things you'll need to have the source of the files you are using tho.
